SEE that picture on your left. Well that blue whale’s heart is about one tenth the size of Dick McNicholl’s.
Joseph Richard “Dick” McNicholl was born on December 9, 1943 in Belfast, Northern Ireland to Leo and Alice McNicholl. In 1968 the U.S. got a “gift” when Dick and his wife Carol came to Long Beach.
He was the third of four children, sister Marie and brothers Tom and Frankie. At a young age, Dick knew he belonged in the construction industry and began work as an apprentice carpenter in 1959. In 1968, Dick came to the United States, joined the Carpenters Local 710 and began his life in America.
In 1969 Dick married the love of his life Carol and started their family. Dick became a U. S. citizen in 1973, which was one of the most memorable events in his life. Due to a downturn in construction, Dick sought other means of work and in 1973, began a long and enjoyable career with the City of Long Beach….and he loved his Irish breakfasts in Seal Beach!
He worked for the Public Works Department for seven years and then became a building inspector with the Department of Planning and Building in 1980. Dick was able to rise to the top of his career due to his enthusiasm, drive and strong work ethic, retiring in 2003 as the City’s Chief Building Inspector. The list of people he helped along the way is far too long to list here.
Dick had the heart of a lion, believed strongly in his church, and was passionate about his family and his country. He was at ease wherever he went, making friends with all who crossed his path. The family dining and patio tables were the heart of many gatherings, discussions, deep thoughts and fond memories. During his illness, Dick’s unwavering courage and determination inspired his family and friends. His smile and sense of humor never faltered. Dick lost his hard fought and courageous battle against cancer on September 17, 2010 passing away peacefully surrounded by his family and friends.
Dick is survived by his loving and devoted wife Carol, his children Beverly, Steven and Christine, sister Marie, niece Anne and nephews Patrick, Rodrick, brother Tom and wife Irene, brother in law Joe and a very large extended close knit family. Dick touched many lives and will be greatly missed by all that knew him.

Delbert, (“D.W.”) Worsley Smith died October 3, 2010 in Palm Desert at age 81. Del was a close friend of the late Jack Haley and his wife Jeanette, also Seal Beachers Ken and Libby Applegate, Nancy Shook, Madeline McNab, Chi Kredell and Bob “Ole” Olson.
He was born June 12, 1929 in Huntington Park to Delbert & Viola Smith. In the ’30s his folks moved the family to Norwalk. “D.W.” as his friends called him, attended local schools including Excelsior High School where he played basketball and other sports but upon graduation he quickly found his way to Belmont Shore and Seal Beach. An outstanding beach volleyball player he moved up to national prominence and in 1955 was a member of the U.S. National Volleyball Championship team.
He had three brothers, Robert, George, and Donald, all deceased. He is survived by many loving nieces and nephews. Along with volleyball, his favorite sports were surfing, sailing and golf. “Ole” and Jack Haley both had custom longboards created for their friend. As a result of his long time spent overseas he came home a champion dart and billiard player.
His entire working career was spent with Douglas Aircraft, then McDonnel-Douglas finally Boeing Aircraft. His first assignment was as a draftsman at age 18. Del worked his way up to Senior Field Services Representative and spent his career traveling the world and living in exotic places like Turkey, Japan, France, England, Ghana, Zimbabwe, Venezuela, Finland, Indonesia and Portugal. At age 72 he faced mandatory retirement and left Boeing after 54 years. At the time he was the longest “hire” in Boeing history.
Del spent the remainder of his days at Palm Desert Greens Country Club playing golf and telling stories of his worldwide travels and reciting (and demonstrating) Ogden Nash limericks.
He touched many hearts with his kindness and GENEROSITY and will be be greatly missed by all who knew him.

I am of the opinion that whales are people …with a different vocabulary. Perhaps I do them an injustice because they are such gentle giants if they could…they’d probably choose a planet that better suits their placid nature.
Nevertheless….this year we are seeing them in numbers that most of us don’t remember.
Marine mammal enthusiasts are having rare chances at seeing unusually large number of blue whales dining off our coast.
WUSB asked fellow whale enthusiast, Jerry Rootlieb, if he would keep his eyes (and camera lens) open during his almost daily Pacific peregrinations and lo and behold Matey…look what he brought us!
He caught a colossally huge whale just as it broke the surface and shot a 15 foot high water spout before dropping down for another bite of the krill….of which a whale eats about four tons a day !
Jerry flies the local waters several times a week. Blue whales often pass through the San Pedro Channel but this big a group has not been seen in recent years. They can weigh up to 150 tons and grow to over 100 feet in length.
They were nearly extinct in the late 1950’s because of hunting but blue whale hunting was outlawed internationally in 1965 and now there are over 10,000 world wide. 2,000 of them consider the water of our coast as their playground.
They are following huge schools (also called clouds) of krill into the shallow water four or five miles offshore.

The City of Seal Beach is a proud member of the California Joint Powers Insurance Authority (California JPIA); the California JPIA handles the City’s risk management program.
In May of this year, the City Manager asked the California JPIA to perform a comprehensive risk management audit of city operations and on September 30th met with California JPIA representatives and City Department Directors to review the findings and recommendations of the audit. Bob May, California JPIA’s Senior Risk Consultant, presented a thorough report.
The main principles are to manage risk by transferring the risk to another party, avoiding the risk, reducing the negative effect of the risk, and accepting some or all of the consequences of a particular risk. “By having such an audit done prospectively, pre-incident or claim, and by implementing the findings, the city can do a better job of making careful choices and help keep risk management a priority”, said City Manager David Carmany. Follow-up action items will be recommended for funding in next year’s municipal budget.
The California JPIA, as authorized by its joint powers agreement, operates as a membership organization. More than 120 public agencies with good loss experience and risk management efforts help make California JPIA a success.
